The IIASA Summer School experience: participation in the IIASA Summer School program | by Lior Gallo
בחודש יולי 2024 זכיתי להשתתף בבית-ספר הקיץ של המכון הבינלאומי לניתוח מערכות יישומי (IIASA) הנמצא בלקסנבורג, אוסטריה, במרחק של כ-15 ק"מ מווינה. IIASA הוא מכון מחקר בינלאומי שמטרתו לקדם מדיניות ציבורית מבוססת ידע, תוך התמודדות עם אתגרים גלובליים. בית הספר התקיים במשך שבועיים והתחלק לשני חלקים:
בשבוע הראשון התקיימו קורסים והרצאות שהציגו מתודולוגיות ניתוח מתחומים שונים, כולל בין היתר, תורת המשחקים, אקונומטריקה, ניתוח רשתות ואופטימיזציה. המשתתפים יכלו לבחור מדי יום את הקורסים בהם ישתתפו.
בשבוע השני התחלקו המשתתפים לקבוצות, כאשר כל קבוצה בחרה סוגיית מדיניות הקשורה לסביבה וניתחה אותה באמצעות הכלים שנלמדו. בסיום בית הספר, הקבוצות הציגו את תוצאות הניתוח שלהן.
מאפיין מרכזי של בית הספר היה הרב-תחומיות של המשתתפים. זכיתי לעבוד ולהיחשף לחוקרים ממגוון תחומים, ביניהם מתמטיקאים, כלכלנים, מהנדסים, פסיכולוגים, מנתחי מערכות חקלאות ומים, ועוד. חוויה זו המחישה לי את חשיבות החשיבה הרב-מערכתית בהתמודדות עם אתגרים מורכבים ובמציאת פתרונות חדשניים. בית הספר התקיים בחלקו במתחם IIASA, הממוקם בארמון קיסרי לשעבר בלקסנבורג, ובחלקו במתקני הסוכנות הבינלאומית למאבק בשחיתות (IACA).מיקומו הפסטורלי של המכון תרם לאווירה הייחודית של בית הספר.
ברמה האישית, זכיתי לעבוד ולבלות עם קבוצת חוקרים מצוינת וליצור קשרים מקצועיים ואישיים שאני מקווה שיימשכו גם בעתיד. חוויה זו העשירה את הידע שלי, הרחיבה את הפרספקטיבה המחקרית שלי, ותרמה רבות להתפתחותי המקצועית.
ליאור גאלו הוא סטודנט לתואר שלישי במחלקה למדיניות ציבורית באוניברסיטת תל אביב, בהנחיית פרופ' איתי סנד ופרופ' אשר טישלר. הוא בעל תואר שני בכלכלה וסטטיסטיקה מהאוניברסיטה העברית בירושלים, ומתמחה בכלכלה סביבתית וכלכלת אנרגיה. מחקר הדוקטורט שלו עוסק בכדאיות הכלכלית של אנרגיה גרעינית לייצור חשמל בישראל, ומספק תובנות חשובות לדיון במדיניות סביבה ואנרגיה. בנוסף, ליאור עובד כחוקר בחטיבת המחקר של בנק ישראל, הנותנת ייעוץ חשוב לממשלה בעניינים כלכליים. למחקר שלו, "תחזית ארוכת טווח לביקוש לחשמל במשק הישראלי", הייתה השפעה משמעותית על אסטרטגיית תכנון החשמל הלאומית. במחקר אחר, שכותרתו "ביטחון אנרגטי, תרומת ישראל למאבק בהתחממות הגלובלית ותחזית הפליטה", ליאור עסק במערכת היחסים המורכבת בין נושאים אקלימיים לביטחון אנרגיה, והדגיש את האתגרים של ישראל לעמוד בהתחייבויות בינלאומיות במסגרת המדיניות הנוכחית. הוא משמש כנציג המדינה במשא ומתן של הפאנל הבין-ממשלתי לשינויי אקלים (IPCC) ויועץ למנהלת האקלים בעיצוב מדיניות ההסתגלות למשבר האקלים. מוכר כמומחה בענייני אנרגיה וסביבה, ליאור מייצג את בנק ישראל בדיונים עם משרדי ממשלה וועדות הכנסת. מתוך מחויבות למחקר ולקידום מדיניות, ליאור גאלו ממשיך למלא תפקיד משמעותי בעיצוב המדיניות הציבורית, הכלכלה הסביבתית וכלכלת האנרגיה בישראל.
In July 2024, I had the privilege of participating in the summer school of the International Institute for Applied Systems Analysis (IIASA) located in Laxenburg, Austria, about 15 km from Vienna. IIASA is an international research institute whose goal is to promote knowledge-based public policy, while facing global challenges.
The school was held for two weeks and was divided into two parts:
In the first week, the courses and lectures focused on presenting analysis methodologies from various fields, including, among others, game theory, econometrics, network analysis and optimization. The participants could choose daily the courses they would attend.
During the second week, the participants were divided into groups, where each group chose a policy issue related to the environment and analyzed it using the tools learned. At the final part of the school program, the groups presented the results of their analysis.
A central characteristic of the school was the multidisciplinary background of the participants. I was privileged to work and be exposed to researchers from a variety of fields, including mathematicians, economists, engineers, psychologists, agriculture and water system analysts, and more. This experience illustrated to me the importance of multi-system thinking in dealing with complex challenges and finding innovative solutions. The school took place partly in the IIASA complex, located in a former imperial palace in Laxenburg, and partly in the facilities of the International Anti-Corruption Academy (IACA). The institute's pastoral location contributed to the unique atmosphere of the school.
On a personal level, I was privileged to work and spend time with an excellent group of researchers and create professional and personal relationships that I hope will endure in the future. This experience enriched my knowledge, broadened my research perspective, and contributed greatly to my professional development.
Lior Gallo is a Ph.D. candidate in the Public Policy Department at Tel Aviv University, under the supervision of Prof. Itai Sened and Prof. Asher Tishler. He holds a master's degree in Economics and Statistics from the Hebrew University of Jerusalem, specializing in environmental and energy economics. His doctoral research investigates the economic viability of nuclear energy for electricity generation in Israel, offering valuable insights into environmental and energy policy discussions. Additionally, Lior works as a researcher at the Research Department of the Bank of Israel, providing crucial guidance to the government on economic matters. His thesis, "A Long-Term Forecast of Electricity Demand in Israel," has significantly influenced the nation's electricity planning strategies. In another study, titled "Israel’s Energy Security, National Contributions to Climate Change Mitigation, and Emissions Outlook," Lior delved into the complex relationship between climate issues and energy security, emphasizing Israel's challenges in meeting international commitments under current policies. He serves as the state's representative in IPCC climate negotiations and advises the Interministerial Administration for Climate Change Adaptation. Recognized as an expert in energy and environmental affairs, Lior represents the Bank of Israel in discussions with government ministries and Knesset committees. With a commitment to research and policy advancement, Lior Gallo continues to play a significant role in shaping public policy, environmental economics, and energy economics in Israel.
