רשמים מביקורה של פרופ' ליהיא להט ב-IIASA
Prof. Lihi Lahat shares her impressions post a visit to IIASA
כחוקרת מנהל ומדיניות ציבורית, אני עוסקת בימים אלה במחקר שמטרתו לבחון את ההשפעה של איכות מערכות ממשל, בעיקר בתחומים של מדיניות חברתית, על רווחה נפשית (Well-being). בעזרת מרכז ארכימדס באוניברסיטת תל-אביב ובחסות משרד המדע והטכנולוגיה החלתי השנה בפתוח קשרים עם IIASA. הקשר עם החוקרים במכון החל בשיחה מקדימה על מנת לאתר תחומי עניין משותפים. כמה חודשים לאחר מכן נסעתי לביקור של מספר ימים ב-IIASA שממוקם מחוץ לוינה בארמון היסטורי ומבנה ארכיטקטוני מרשים (ראו בתמונות). מטרת הביקור היתה לקדם שיתופי פעולה עם חוקרים במרכז, במהלך הביקור נפגשתי עם שלושה חוקרים שעוסקים בתחום המחקר שלי, ועיצבנו יחד כיווני פעולה אפשריים למחקר עתידי.
בנוסף, העברתי, בשיתוף עם ד"ר ניר שרון מהמחלקה למתמטיקה שימושית באוניברסיטת תל-אביב, סמינר על מחקר עכשווי שאנו עורכים (עם ד"ר חן שרוני וגיא ון-דם) המחקר עוסק בקשר שבין תפיסת איכות השירותים והשפעתם על תפיסות של רווחה נפשית ב-33 מדינות אירופאיות. השתתפתי גם ביום עיון של המכון בו נחשפתי לתחומי העניין הרבים ולעבודתן המרתקת של קבוצות המחקר השונות במכון. הביקור כוון להמשך עשייה וכבר כעת, אני מקדמת שיתוף פעולה למחקר המשך שיעסוק במדיניות, שימושי זמן ורווחה נפשית במדינות אירופיות נבחרות.
פרופ' ליהיא להט היא מרצה בכירה וחוקרת במכללת ספיר במחלקה למנהל ומדיניות ציבורית ומלמדת במכללה מאז 2008. ליהיא חוקרת בתחומים שונים בהם משילות משולבת, Well-being של עובדי מגזר ציבורי, זמן ומדיניות וערים חכמות. היא פרסמה מאמרים רבים בכתבי עת בינלאומיים מובילים וב-2021 יצא בעריכתה (עם דר' נטע שר-הדר ופרופ' יצחק גל-נור) הספר 'משילות משולבת בישראל: היבטים תיאורטיים ומעשיים', בהוצאת פלגרייב-מקמילן.
לליהיא דוקטורט במדיניות ציבורית מאוניברסיטת תל אביב. ב-2018-2019 התארחה כחוקרת אורחת במכון עזריאלי לחקר ישראל באוניברסיטת קונקורדיה במונטריאול וכחוקרת אורחת במכון סרלינג לחקר ישראל באוניברסיטת מישגן, ארה"ב, בה היא לימדה קורס על מנהל ומדיניות ציבורית בישראל.
As a Public Administration and Policy researcher, I am currently engaged in research aimed at examining the impact of the quality of governance systems, mainly in the areas of social policy, on mental well-being. With the help of the Archimedes Center at Tel Aviv University and under the auspices of the Ministry of Science and Technology, this year I began to develop contacts within IIASA. The contact with the researchers at the institute began with a preliminary conversation in order to find areas of common interest. A few months later I went for a few days' visit to IIASA, which is located outside of Vienna in a historic palace and an impressive architectural building (see photos).
The purpose of the visit was to promote collaborations with researchers at the center. During the visit I met with three researchers who work in my field of research, and together we designed possible courses of action for future research. In addition, I conducted, in collaboration with Dr. Nir Sharon from the Department of Applied Mathematics at Tel Aviv University, a seminar on contemporary research we are conducting (with Dr. Chen Sharoni and Guy Van Dam).
The research deals with the relationship between the perception of the quality of services and their effect on perceptions of mental well-being in 33 European countries. I also participated in a seminar of the institute where I was exposed to the many areas of interest and the fascinating work of the various research groups at the institute. The visit was aimed at further action and I am already promoting a cooperation for further research that will deal with policy, time use and mental well-being in selected European countries.
Dr. Lihi Lahat is a senior lecturer in the Department of Public Administration and Policy at Sapir Academic College and an Affiliate Associate Professor at the Azrieli Institute of Israel Studies at Concordia University, Montreal. Her research focuses on regulating personal social services, policy perceptions, trust, and the well-being of public sector workers, the relationship between time and policy, smart cities, and collaborative governance. Dr. Lahat holds a BA in political science, an MA cum laude in public policy, and a Ph.D. in public policy, all from Tel Aviv University. Her doctoral dissertation was on policymakers' perceptions of poverty. Her papers have been published in various journals, including Policy Sciences, Social Policy & Administration, International Review of Administrative Science, Management & Governance, Poverty & Public Policy, Review of Public Personnel Administration, Journal of European Social Policy, and Policy Studies. Dr. Lahat has been a member of the Taub Center since 2009. Along with Dr. Sher-Hadar, she was the academic co-director of the research group studying collaborative governance in the Chazan Center at the Van Leer Jerusalem Institute. She serves as a board member of ESPAnet Israel, and on the board of the Association for Israel Studies (AIS). She was a member of the executive board of the Political Science Association (2011-2013) and ran the “Outcome Oriented Management and Practice in Human Services Project” in the Ministry of Social Affairs and Social Services (2013–2014). Furthermore, she served as the public representative on the Social Work Committee, advising the Israeli Minister of Social Affairs and Social Services (2018-2021). In the fall of 2018 (revisited in October 2022), she was a visiting researcher at the Azrieli Institute of Israel Studies at Concordia University, Montreal. In Fall 2019, she was an Israel Institute Visiting Scholar at the Serling Institute at Michigan State University, US.
